The following is an unofficial translation of the Preamble of the current constitution.
The Algerian people are a free people, determined to remain so. Its history is one of continuous struggle, which has always made Algeria a land of freedom and dignity. Situated at the heart of great events witnessed by the Mediterranean area throughout history, Algeria has found in her sons, since the Numidian kingdom and the Islamic era and up to the wars of decolonization, the pioneers of freedom, unity and progress, while at the same time, the builders of democratic and prosperous States during the periods of glory and peace. November 1, 1954 was the height of its destiny, result of the long resistance to aggressions carried out against its culture, its values, and the fundamental components of its identity, which are Islam, Arabism, and Amazighism. Its current struggles are firmly anchored in the glorious past of the nation. Joined in the national movement and later within the National Liberation Front, the Algerian people have made great sacrifices in order to assume their collective destiny in the framework of recovered freedom and cultural identity and to build authentic popular democratic constitutional institutions. Crowning the popular war for an independent country, due to the sacrifices of its best children, the National Liberation Front finally restored, in all its fullness, a modern and sovereign State. The belief in collective choice permitted the people to achieve great successes, characterized by the recovery of national resources and the building of a State at their service exclusively and exercising freely its powers, without any external pressures. Having fought for freedom and democracy, the people agreed, by this Constitution, to found constitutional institutions, through the participation of the citizens in the management of public affairs, which realize social justice, equality, and freedom for each and all. In approving this constitution, work of their own genius, the reflection of their aspirations, the fruit of their determination, and the product of profound social changes, the people, thus, sanction more than ever the primacy of the law. The Constitution is above everything. It is the fundamental law which guarantees individual and collective rights and liberties, protects the principle of people's free choice and confers legitimacy to the exercise of powers. It allows the assurance of legal protection and control of the actions of the public authorities in a society wherein prevails the law and man's progress in all its dimensions. Strong in their deeply rooted spiritual values and their traditions of solidarity and justice, the people are confident in their ability to participate fully in the cultural, social, and economic progress of the world today and tomorrow. Algeria, land of Islam, integral part of the Greater Maghreb, Arab, Mediterranean, and African country, is proud of the radiance of its Revolution of the 1st of November and of the respect the country has gained and maintained due to its commitment in all the just causes in the world. The pride of the People, their sacrifices, their sense of responsibility, and their ancestral attachment to freedom and social justice are the best guarantees for respecting the principles of this Constitution which they adopt and transmit to future generations, worthy heirs of the pioneers and founders of a free society. |
